Schengen short stay (tourist): US citizens are visa exempt for Schengen short stays, and Croatia has applied the Schengen rules in full since January 1, 2023. At the border, officers may ask for proof of means of EUR 70 per day of intended stay, reduced to EUR 30 per day with a certified letter of guarantee, a tourist booking, or similar proof (Regulation on the Visa Regime, Official Gazette 92/2021, as summarized in the European Commission visa handbook annex). Short stays do not count toward long-term residence or citizenship.

Living in Croatia long term
Croatia offers US passport holders a stay and work permit of up to 3 years, a digital nomad stay of up to 18 months with a statutory tax carve out for foreign remote work income, and one year temporary stays for family reunification, study, and other purposes, including for property owners. Long-term residence takes 5 years of counted stay, naturalization 8 years of registered residence, and there is no investment, property, or citizenship by investment route.

| Schengen short stay (tourist) Tourist allowance | Not applicable | Not applicable | No fee as of October 2026. Entry is visa free and ETIAS was not yet in operation, so no authorization fee was charged. The official EU ETIAS site lists a fee of EUR 20 for when the system starts. | No advance application as of this check. ETIAS is not yet in operation. | 90 days in any 180 day period across the Schengen area | Not renewable. Time outside the Schengen area does not reset the rolling 180 day window. | A short stay alone does not create tax residence. Croatian tax residence turns on having a permanent residence (domicile) or a habitual residence in Croatia; see the residence test described on the work route. | Not a residence status. Short stays do not count toward the 5 years of qualifying temporary stay required for long-term residence. | Not a residence status. Short stays do not count toward the 8 years of registered residence required for naturalization. | 2026-10-15 | Official source |
| Digital nomad temporary stay Digital nomad | At least 2.5 times the previous year average monthly net salary, currently EUR 3,622.50 per month (2.5 times the 2025 average net salary of EUR 1,449 published by the Croatian Bureau of Statistics), plus 10 percent of the average monthly net salary (EUR 144.90) for each additional family member. The income test can instead be met with savings of EUR 43,470 for a 12 month stay or EUR 65,205 for an 18 month stay (Ministry of the Interior). | None. | EUR 87.59 in total when applying in Croatia: EUR 46.45 for granting temporary stay, plus EUR 9.29 issuance fee and EUR 31.85 for the biometric residence card (EUR 59.73 for the card in the accelerated procedure). Applying at a consulate costs EUR 55.74 for granting temporary stay plus EUR 41.14 if the biometric card is issued there. US citizens do not need the long-stay D visa that adds EUR 93 for visa required nationals (Ministry of the Interior fee list). | The Ministry of the Interior publishes no decision deadline for this route. Applications fall under the general administrative decision deadline of 60 days, and applicants consistently report decisions in about 2 to 8 weeks on complete files (reported). | Up to 18 months per grant. The March 2025 amendments to the Aliens Act (Official Gazette 40/25) raised the cap from 12 months to 18 months. Press reports of a move to 3 years are not reflected in the Ministry of the Interior guidance checked on 2026-10-15, which caps the grant at 18 months. | Not renewable past 18 months in total. If the first grant is shorter than 18 months, one extension of up to 6 months may be requested no later than 60 days before expiry. After a nomad stay expires, a new application for a nomad stay or a stay for other purposes may be filed only once 6 months have passed since the expiry. | Croatian personal income tax is not payable on receipts from employment or self employment earned from an employer or clients not registered in Croatia while the person holds digital nomad status (Income Tax Act, Art. 9, as confirmed in KPMG and Croatian legal reporting). The carve out covers only that foreign remote work income. Other income follows the general test: tax residence arises from a permanent residence (domicile) or habitual residence in Croatia, with the statutory accommodation and stay test set at at least 183 days over two consecutive calendar years. | Not reachable on this status alone. Long-term residence needs 5 years of uninterrupted legal stay (absences of no more than 10 months in total, or 6 months at once), and the 18 month cap plus the compulsory 6 month gap before reapplying makes that continuity impossible on nomad stays alone. | Not reachable on this status alone. Naturalization needs 8 years of uninterrupted registered residence with permanent stay status, and the 18 month cap plus the compulsory 6 month gap before any new nomad application breaks the uninterrupted residence the Citizenship Act requires. | 2026-10-15 | Official source |
| Stay and work permit (single permit) Work | No income test applies to the employee personally; the stay rests on an employment contract with a Croatian employer. Where means of subsistence must be evidenced under the government Regulation on means of subsistence, the 2026 benchmark for work purposes is 57 percent of the previous year average monthly net salary, EUR 825.93 per month on the 2025 average of EUR 1,449 (Regulation as amended, Official Gazette 14/21 and 3/26; percentages reported by the Hina news agency from the Government session). EU Blue Card applicants instead need a gross salary of at least 1.5 times the average gross annual salary (EU Immigration Portal). | None. | EUR 115.46 in total: EUR 74.32 for granting the stay and work permit, plus EUR 9.29 issuance fee and EUR 31.85 for the biometric residence card (EUR 59.73 for the card in the accelerated procedure). Visa required nationals also pay EUR 93 for the long-stay D visa; US citizens do not (Ministry of the Interior). | The permit is issued within a statutory deadline of up to 90 days from submission of a complete application (Invest Croatia, the Croatian government investment agency). | Up to 3 years per permit, matching the employment contract. Where the permit is issued without a labor market test and a Croatian Employment Service opinion, the cap is 2 years. Seasonal worker permits run up to 90 days, or up to 9 months with Employment Service approval (Invest Croatia). | Renewable while the qualifying employment continues. The extension application is filed at the competent police administration or station before expiry; EU Immigration Portal Croatia pages set the filing point at 60 days before expiry for stay and work permits. | Croatian tax residence arises from a permanent residence (domicile) or a habitual residence in Croatia under the Income Tax Act (the Tax Administration defines a resident as a natural person with permanent residence or habitual residence in Croatia). The statutory test behind those terms is accommodation held without interruption, or a stay in circumstances showing an intention to remain, for at least 183 days over two consecutive calendar years (General Tax Act test, as summarized in KPMG's Croatia tax guide). Residents are taxed on worldwide income; a US Croatia tax treaty applies. | 5 | 8 | 2026-10-15 | Official source |
| Temporary stay for university studies Study | Students must show sufficient resources to cover subsistence and return travel (EU Immigration Portal). The amount is set by the government Regulation on means of subsistence: for non work purposes the 2026 benchmark is 60 percent of the previous year average monthly net salary, EUR 869.40 per month on the 2025 average of EUR 1,449, with 15 percent of the average salary added for a second family member and 10 percent for each further member (Regulation as amended, Official Gazette 14/21 and 3/26; percentages reported by the Hina news agency from the Government session). | None. | EUR 87.59 in total when applying in Croatia: EUR 46.45 for granting temporary stay, plus EUR 9.29 issuance fee and EUR 31.85 for the biometric residence card (EUR 59.73 for the card in the accelerated procedure). Applying at a consulate costs EUR 55.74 for granting temporary stay plus EUR 41.14 if the card is issued there (Ministry of the Interior fee list). | No study specific deadline is published. Decisions fall under the general administrative decision deadline of 60 days, and universities advise applicants to allow several weeks on a complete file (reported). | 1 year, or the duration of the study program if shorter. Students covered by EU programs, multilateral mobility programs, or agreements between higher education institutions may be granted up to 2 years (EU Immigration Portal). | Renewable for each further period of study. The extension application must be filed at the competent police administration or station no later than 60 days before the current permit expires, and an applicant who files in time may remain in Croatia until the decision becomes enforceable (EU Immigration Portal). | Same general test as for other residents: tax residence arises from a permanent residence (domicile) or habitual residence in Croatia, with the statutory accommodation and stay test set at at least 183 days over two consecutive calendar years. A student who meets it is taxed as a resident; Croatian source student earnings through authorized intermediaries are taxed under the normal rules. | 5 years of counted stay, but only half of the time spent on a university study stay counts toward long-term residence (Ministry of the Interior), so study alone takes 10 calendar years; in practice graduates combine study time with later work stay. | 8 | 2026-10-15 | Official source |
| Temporary stay for family reunification Other | The household must show means of subsistence under the government Regulation on means of subsistence: for non work purposes the 2026 benchmark is 60 percent of the previous year average monthly net salary, EUR 869.40 per month on the 2025 average of EUR 1,449, with 15 percent of the average salary added for a second family member and 10 percent for each further member (Regulation as amended, Official Gazette 14/21 and 3/26; percentages reported by the Hina news agency from the Government session). Family members of beneficiaries of international protection are exempt from the means and health insurance proofs. | None. | EUR 87.59 in total when applying in Croatia: EUR 46.45 for granting temporary stay, plus EUR 9.29 issuance fee and EUR 31.85 for the biometric residence card (EUR 59.73 for the card in the accelerated procedure). Applying at a consulate costs EUR 55.74 for granting temporary stay plus EUR 41.14 if the card is issued there (Ministry of the Interior and EU Immigration Portal fee lists). | No Croatia specific deadline is published by the Ministry of the Interior. The general administrative decision deadline is 60 days, and decisions on family reunification must in any case respect the 9 month outer limit of the EU family reunification framework (reported). | 1 year, or until the sponsor's temporary stay permit expires if that is sooner (EU Immigration Portal). | Renewable on the same conditions as the first grant. The application for prolongation is filed at the competent police administration or station at least 60 days before the current permit expires (EU Immigration Portal). | Same general test as for other residents: tax residence arises from a permanent residence (domicile) or habitual residence in Croatia, with the statutory accommodation and stay test set at at least 183 days over two consecutive calendar years. | 5 years of counted stay toward long-term residence. Separately, a family member of a Croatian citizen reaches national permanent stay after 4 years of uninterrupted family reunification stay (Ministry of the Interior). | 8 by the general rule. A foreign spouse of a Croatian citizen who holds permanent stay and lives in Croatia may naturalise without meeting the 8 year residence, release, and language conditions (Citizenship Act, Art. 10). | 2026-10-15 | Official source |
| Temporary stay for other purposes (including property owners) Other | Means of subsistence under the government Regulation on means of subsistence: for non work purposes the 2026 benchmark is 60 percent of the previous year average monthly net salary, EUR 869.40 per month on the 2025 average of EUR 1,449, with 15 percent of the average salary added for a second family member and 10 percent for each further member (Regulation as amended, Official Gazette 14/21 and 3/26; percentages reported by the Hina news agency from the Government session). | None. Croatia runs no investment or property purchase residence program, and buying real estate is not itself one of the stay purposes listed in the Aliens Act. | No purpose specific deadline is published. Decisions fall under the general administrative decision deadline of 60 days on a complete file (reported). | Up to 1 year per grant, the standard maximum for temporary stay (Ministry of the Interior). | Prolongation is applied for at the competent police administration or station before expiry, 60 days before expiry under the standard temporary stay extension pattern, while the purpose and conditions continue. Once an other purposes stay has expired, a fresh other purposes or digital nomad stay may be requested only after a 6 month gap. | Same general test as for other residents: tax residence arises from a permanent residence (domicile) or habitual residence in Croatia, with the statutory accommodation and stay test set at at least 183 days over two consecutive calendar years. Foreign pension and investment income of a resident is taxed under the normal Croatian rules. | Never on this status. Stay granted for other purposes is on the Ministry of the Interior list of time that does not count toward the 5 years required for long-term residence. | Not reachable on this status alone. Naturalization needs 8 years of uninterrupted registered residence with permanent stay status, and other purposes time is excluded from the residence counts and capped at 1 year with a 6 month gap before any repeat application. | 2026-10-15 | Official source |
| Long-term residence (EU long-term resident status) Other | Means of subsistence and health insurance must be shown (Ministry of the Interior). The amounts are governed by the same government Regulation on means of subsistence used for temporary stay; no separate income multiple for long-term residence is published. | None. | EUR 115.47 in total: an administrative fee of EUR 83.62 payable when collecting the decision on granted long-term residence, plus EUR 31.85 for the biometric residence card (EUR 59.73 in the accelerated procedure). A certified copy of the decision costs EUR 13.94 (Ministry of the Interior). | Under the EU long-term residents framework the authority must decide within 6 months of a complete application (European Parliament briefing on Directive 2003/109/EC); the Ministry of the Interior publishes no separate Croatian deadline (reported). | The status itself is not time limited. It is withdrawn after 12 consecutive months outside the EEA, after more than 6 years of absence from Croatia, or if long-term resident status is obtained in another EEA state (Ministry of the Interior). | The status is permanent and is not renewed; only the biometric residence card is reissued. The status is lost on the absence grounds listed under days allowed. | Same general test as for other residents: tax residence arises from a permanent residence (domicile) or habitual residence in Croatia, with the statutory accommodation and stay test set at at least 183 days over two consecutive calendar years. Long-term residents are taxed on worldwide income. | This route is itself the 5 year status decision. Croatia also keeps a separate national permanent stay status with narrower categories, covered in its own route on this page. | 8 years of uninterrupted registered residence are required in total, so a person who reached long-term residence at year 5 typically qualifies at year 8, subject to the language, culture, and release from prior citizenship conditions of the Citizenship Act. | 2026-10-15 | Official source |
| Permanent stay (national permanent residence) Other | No income test. The Ministry of the Interior requires only a valid travel document and that the applicant is not a threat to public policy, national security, or public health. | None. | EUR 115.47 in total: an administrative fee of EUR 83.62 payable when collecting the decision on granted permanent stay, plus EUR 31.85 for the biometric residence card (EUR 59.73 in the accelerated procedure). A certified copy of the decision costs EUR 13.94 (Ministry of the Interior). | No status specific deadline is published. Decisions fall under the general administrative decision deadline of 60 days on a complete file (reported). | The status is not time limited. It is withdrawn if the holder moves out of Croatia or resides abroad for an uninterrupted period of more than 1 year (Ministry of the Interior). | The status is permanent and is not renewed; only the biometric residence card is reissued. | Same general test as for other residents: tax residence arises from a permanent residence (domicile) or habitual residence in Croatia, with the statutory accommodation and stay test set at at least 183 days over two consecutive calendar years. | This route grants the status itself to the listed categories, after 3 or 4 years of prior temporary stay depending on the category. | 8 years of uninterrupted registered residence are required in total under the general naturalization rule; spouses of Croatian citizens holding permanent stay may naturalise without the 8 year condition (Citizenship Act, Art. 10). | 2026-10-15 | Official source |
| Citizenship by descent (emigrants and their descendants) Citizenship by descent | Not applicable | None. Croatia has no citizenship by investment program. | An administrative fee is charged for the citizenship decision regardless of the legal basis; the European Migration Network country study records the tariff at HRK 1,050, about EUR 139, and applications filed abroad pay a consular fee at submission instead (reported; the recorded tariff predates the euro changeover and no updated English language tariff was published). | The Citizenship Act sets no deadline. The Croatian response to the European Migration Network study gives an average citizenship procedure of about 6 months, while descent files handled through consulates, which turn on historic records, are commonly reported at 1 to 3 years (reported). | Not a stay permit. Citizenship, once granted, is permanent and carries the right to live and work in Croatia and across the EU and EEA. | Not applicable | Citizenship alone does not create Croatian tax residence. Tax residence follows the general test: a permanent residence (domicile) or habitual residence in Croatia, with the statutory accommodation and stay test set at at least 183 days over two consecutive calendar years. | Not applicable. This route grants citizenship directly, which outranks residence statuses. | 0. Eligible emigrants, descendants, and spouses may apply at any time, with no prior residence in Croatia. | 2026-10-15 | Official source |
Route notes
Digital nomad temporary stay: For third-country nationals employed by, or working through their own, company that is not registered in Croatia. Work for Croatian employers or clients is not allowed. Close family members, including common law partners of more than 3 years (or shorter with a child together), may join through family reunification once the nomad stay is granted. Applications can be filed online, at a Croatian consulate, or, for visa exempt nationals such as US citizens, at a police administration or station in Croatia; visa exempt applicants may remain in Croatia until the decision is enforceable. The passport must be valid 3 months beyond the intended stay, and the residence address must be registered within 3 days of entry.
Stay and work permit (single permit): The employer normally applies, after a labor market test run by the Croatian Employment Service, unless the occupation or category is exempt from the test. The permit is tied to the employer and occupation stated in it. Holders of a stay and work permit may work only for that employer and in that job; separate categories (EU Blue Card for the highly qualified, seasonal workers, posted workers, intra-corporate transferees, self employment through a Croatian company) sit under the same permit system with their own conditions. Family members may join through family reunification; where the permit was issued for 1 year on an Employment Service opinion, the sponsor must first complete 1 year of stay (Ministry of the Interior).
Temporary stay for university studies: Requires proof of enrolment at a Croatian higher education institution and health insurance. Full time students may work or be self employed for up to 20 hours per week without a separate work permit, with no cap where the work is an integral part of the study program (Croatian government integration guidance). Secondary school education is a separate temporary stay purpose under the same general rules.
Temporary stay for family reunification: Open to close family members: a spouse, a common law partner (a partnership of at least 3 years, or shorter where the couple has a child together), minor children, and, in defined cases, parents of a minor. The sponsor may be a Croatian citizen, a third-country national with temporary stay, long-term residence or permanent stay, or a beneficiary of international protection. Family reunification is not granted to family members of seasonal workers, service providers, posted workers, or holders of a stay for other purposes, and a digital nomad's family may apply only after the nomad stay itself is granted (Ministry of the Interior). Family members of a Croatian citizen or permanent resident may work in Croatia without a separate work permit.
Temporary stay for other purposes (including property owners): Croatia has no golden visa and no dedicated property owner permit. Owners of a Croatian home, people in medical treatment, and others with a documented non work purpose apply under the residual other purposes category of the Aliens Act, proving the purpose, means of subsistence, accommodation, and health insurance. The stay does not authorize work. Two traps are written into the rules: time on an other purposes stay is expressly excluded from the 5 year count for long-term residence (Ministry of the Interior exclusion list), and after an other purposes stay expires, a new other purposes or digital nomad application may be filed only once 6 months have passed.
Long-term residence (EU long-term resident status): This is the EU long-term resident status under Directive 2003/109/EC as implemented in the Aliens Act, and it carries the right to work in Croatia without a work permit. Applicants must pass an exam in the Croatian language and Latin script, with exemptions for preschool children, people educated in Croatia, and people over 65 who are not employed. Time that does not count toward the 5 years includes seasonal work, service provision, posted work, volunteering, traineeships, intra-corporate transfers, frontier work, stays for other purposes, secondary school education, and prison time; university study time counts at half value (Ministry of the Interior).
Permanent stay (national permanent residence): A narrower national status, separate from EU long-term residence. It is granted to defined categories only: family members and life partners of Croatian citizens after 4 years of uninterrupted family reunification or life partnership stay; members of the Croatian people returning to live in Croatia after 3 years of temporary stay; minor children after 3 years of family stay where a parent holds permanent stay or long-term residence; certain returnees under housing care programs; and children born in Croatia to a parent with permanent stay or long-term residence (Ministry of the Interior). Most long stay readers will qualify for long-term residence instead.
Citizenship by descent (emigrants and their descendants): Under Art. 11 of the Croatian Citizenship Act, an emigrant (a person who left the territory of present day Croatia before October 8, 1991 intending to live abroad permanently, and certain members of the Croatian people who emigrated from former Yugoslav states), their descendants up to the third degree of lineal kinship, and their spouses may acquire citizenship by naturalization without meeting the residence, release from previous citizenship, or language and culture conditions of the general rule in Art. 8. No residence in Croatia is required at any point, and dual citizenship is preserved on this basis. Children born abroad to a Croatian citizen parent acquire citizenship by origin under Art. 4 and 5 and are registered rather than naturalised. Applications are filed at a Croatian consulate abroad or at a police administration in Croatia.
