Living in Estonia long term
Estonia gives US passport holders 90 visa free Schengen days, a digital nomad D visa of up to 1 year with a EUR 4,500 monthly gross income test, and temporary residence permits of up to 5 years for employment, business, study, and settling with family, plus a Startup Committee route that waives the standard EUR 65,000 business investment. There is no retirement or passive income residence permit. The long-term resident permit takes 5 years of permanent residence and a B1 Estonian exam, and naturalization takes 8 years. E-Residency is only a digital identity for running a company online: it grants no right to enter, live, or work in Estonia, and it is not tax residence.
Numbers on this page apply to holders of a US passport. Page last verified: 2026-10-15

Route notes
Digital Nomad Visa (long-stay D visa): Applications are filed at an Estonian representation, at a Police and Border Guard Board service office if the applicant is already legally in Estonia, or at VFS Global centres in selected countries including the USA (Work in Estonia). Health insurance covering the whole stay is required. Family members apply for their own visas. The Ministry of Foreign Affairs sufficient funds table separately lists EUR 132 per day (EUR 3,960 per month) as the means benchmark for a teleworking D visa. A short-stay C visa version exists for shorter stays (state fee EUR 90, reported).
Temporary residence permit for employment: The employer normally needs the permission of the Estonian Unemployment Insurance Fund to employ the foreign national, unless an exemption applies (startup employees, top specialists, EU Blue Card holders, researchers and teachers are among the exempt categories). From January 1, 2026 the sponsoring company must be entered in the Estonian Business Register and show at least 6 months of economic activity (reported). US citizens are exempt from the annual immigration quota that caps most temporary residence permits (reported). An EU Blue Card variant exists for highly qualified workers at a salary of at least 1.5 times the average gross salary (reported). Losing the job normally ends the permit; after a redundancy the permit stays valid for 90 days.
Temporary residence permit for business: The applicant's settling in Estonia must be important for the business. Buying real estate does not qualify: Estonia has no property purchase, passive income, or retirement residence permit, and investment here means capital placed in an operating Estonian business. US citizens are exempt from the annual immigration quota (reported). Founders of a committee approved startup use the separate Startup Visa route on this page instead, with no EUR 65,000 investment.
Startup Visa route (Startup Committee approved startup): The Startup Committee, a panel drawn from the Estonian startup community, assesses whether the company has an innovative, technology based and scalable business model with global growth potential. A qualified startup is generally approved for up to 5 years to bring in non-EU founders and employees on the eased terms. Employees of a qualified startup are exempt from the average salary criterion and from the Unemployment Insurance Fund permission (reported). Founders use the committee verification letter and code when applying to the Police and Border Guard Board or an Estonian representation.
Major investor residence permit: This is Estonia's only large ticket investment permit, and it is a business investment, not a passive or property route. Unusually, the holder is not required to register a place of residence in the Estonian population register (reported).
Temporary residence permit for study: Granted for full time study at an Estonian educational institution, on proof of enrolment. Students may work in Estonia without a separate permit only where the work does not interfere with their studies (reported). US citizens applying to study are exempt from the annual immigration quota (reported).
Temporary residence permit for settling with a spouse or close relative: Covers settling with a spouse, and settling with a close relative where the Aliens Act dependency conditions are met, for example a minor child joining a parent, or a parent who needs care joining an adult child. Family members may work in Estonia on this permit. This is a summary entry; the Police and Border Guard Board pages carry the document list for each relationship type.
Long-term resident's residence permit: This is the EU long-term resident status under the Aliens Act, and it carries the right to work in Estonia without an employer specific permit. Absences of up to 6 consecutive months, and 10 months in total within the 5 years, are allowed when counting permanent residence (reported).
e-Residency digital identity (not a residence route): e-Residency is a government issued digital identity used to sign documents electronically and to establish and run an Estonian company online from abroad. It is not a visa, not a residence permit, not a travel document, and not tax residence. The kit is collected in person, with fingerprints taken, at an Estonian representation or a Police and Border Guard Board office chosen in the application.
Citizenship by naturalization: Conditions under the Citizenship Act: the applicant is at least 15 years old; has lived in Estonia for at least 8 years on a residence permit or by right of residence, the last 5 years of it permanently; has passed the Estonian language exam at B1 level and the exam on the Constitution and the Citizenship Act; has a permanent legal income and a registered place of residence; and takes an oath of loyalty. The applicant must be released from any previous citizenship, so a US citizen must renounce US citizenship: Estonia does not allow dual citizenship for naturalized citizens outside narrow exceptions.
