Living in Peru long term

Peru runs long stays through the migratory qualities (calidades migratorias) of Decreto Legislativo 1350 and its Reglamento (DS 007-2017-IN). US passport holders enter visa exempt as tourists for up to 183 days within one year, and residence comes in one year renewable qualities (worker, family, student, religious, researcher, designated assignee, and investor at S/ 500,000) plus one indefinite quality, Rentista, for people living on a pension or permanent rent, tested at USD 1,000 per month net for foreign source income. There is no digital nomad visa and no separate pensioner visa. After 3 consecutive years of residence the Permanente quality gives indefinite residence, and naturalization currently opens after 2 consecutive years of legal residence with 10 UIT of annual income (S/ 55,000 at the 2026 UIT of S/ 5,500), rising to 5 years once the regulation of Ley 32421 takes effect.

Tourist entry (US passport holders are visa exempt) Tourist allowance Not applicable Not applicable No fee. Entry is granted at the border under the visa exemption for US passport holders. Decided at the port of entry. The migration officer sets the number of days granted, up to the 183 day ceiling. Up to 183 calendar days, consecutive or added across entries, within one year counted from the first entry (Reglamento del Decreto Legislativo 1350, Art. 77.2). The officer at entry can grant fewer days than the ceiling. Not extendable. The Reglamento states the tourist term cannot be extended (Art. 77.2), and leaving and re-entering does not reset the 183 days counted within the year from the first entry. Tax domicile (domicilio) under Articles 7 and 8 of the Income Tax Law (Ley del Impuesto a la Renta): a foreign individual who stays in Peru more than 183 calendar days within any 12 month period is treated as domiciled, and the change of status takes effect on January 1 of the following year (SUNAT Informe N 098-2016-SUNAT/5D0000). Domiciled individuals are taxed on worldwide income. Non domiciled individuals are taxed only on Peruvian source income. A full 183 day tourist year sits just under the more than 183 day line. Does not lead to permanent residence. Tourist time is not residence; the 3 year clock for the Permanente quality counts only time held under a resident quality (Reglamento Art. 93.1). Does not count. Naturalization requires legal residence under a resident quality (Ley 26574 and DS 004-97-IN); tourist stays are not residence. 2026-10-16 Official source
Digital nomad visa (Peru does not have one) Digital nomad Not applicable. No nomad program exists, so no nomad income test exists. Not applicable Not applicable Not applicable Not applicable as a visa. The route remote workers actually use is visa exempt tourist entry, capped at 183 days within one year from the first entry and not extendable. Not applicable Tax domicile (domicilio) under Articles 7 and 8 of the Income Tax Law: a foreign individual who stays in Peru more than 183 calendar days within any 12 month period is treated as domiciled, and the change of status takes effect on January 1 of the following year (SUNAT Informe N 098-2016-SUNAT/5D0000). Domiciled individuals are taxed on worldwide income. Non domiciled individuals are taxed only on Peruvian source income, and work physically performed in Peru is Peruvian source income. Tourist time does not count toward the 3 years of residence required for the Permanente quality. A remote worker who wants residence must qualify under a resident quality in their own right, such as Trabajador with a Peruvian contract or Inversionista. Does not count. Naturalization counts legal residence under a resident quality only (Ley 26574 and DS 004-97-IN). 2026-10-16 Official source
Rentista resident (permanent income from abroad or from Peru) Passive income Net permanent income of at least USD 1,000 per month for foreign source income, proven with a document from the country the income comes from, plus a sworn statement that the money enters Peru through a bank or financial entity supervised by the SBS (gob.pe rentista procedure, TUPA procedure SOL-RTA). For Peruvian source rent, a document proving the permanent monthly rent; the gob.pe page sets no separate floor for national source rent. The Reglamento (Art. 92) requires a lifetime pension or permanent rent (pensión vitalicia o renta permanente); the amount is set by Migraciones administrative act and is not expressed in UIT. Not applicable Migraciones fees from the TUPA (DS 008-2023-IN, as updated): S/ 58.80 to request the quality (solicitud de calidad migratoria, code 07567) or S/ 161.40 to switch quality inside Peru (cambio de calidad migratoria, code 07568), plus S/ 49.90 for the first carne de extranjeria (code 07561), all payable at Banco de la Nacion or on pagalo.pe. Up to 30 business days at Migraciones, per the gob.pe rentista procedure page. Indefinite. The Reglamento grants the rentista quality for an unlimited term (plazo indefinido, Art. 92.3), so the residence itself never comes up for renewal. No residence renewal exists for rentistas because the grant is indefinite. The carne de extranjeria card is renewed on its own cycle (renewal by expiry S/ 22.10, code 07561). Residence can be cancelled if the holder stays outside Peru more than 183 consecutive calendar days without the Migraciones autorización de estadía fuera del país. Tax domicile (domicilio) under Articles 7 and 8 of the Income Tax Law: a foreign individual who stays in Peru more than 183 calendar days within any 12 month period is treated as domiciled, and the change of status takes effect on January 1 of the following year (SUNAT Informe N 098-2016-SUNAT/5D0000). Domiciled individuals are taxed on worldwide income, so the foreign rent becomes taxable in Peru once domicile takes effect. Non domiciled individuals are taxed only on Peruvian source income. The rentista grant is already indefinite residence, so no further step is needed for permanent status. The separate Permanente quality is also available after 3 consecutive years of residence (Reglamento Art. 93). 2 consecutive years of legal residence under the rules in force (Ley 26574 and DS 004-97-IN), plus the 10 UIT annual solvency test (S/ 55,000 at the 2026 UIT) and an evaluation exam. Ley 32421 raises the residence term to 5 years once its implementing regulation takes effect; that regulation was still pending at the last verification. 2026-10-16 Official source
Pensioner resident (jubilado, granted under the Rentista quality) Retirement A lifetime pension (pensión vitalicia) is the core document. For a pension paid from abroad, Migraciones requires proof of net permanent income of at least USD 1,000 per month, plus a sworn statement that the money enters Peru through an SBS supervised bank or financial entity (gob.pe rentista procedure). No minimum age is set in the Reglamento, and the test is not expressed in UIT or in soles in any official publication. Indefinite. Pensioners hold the Rentista quality, which the Reglamento grants for an unlimited term (plazo indefinido, Art. 92.3). No residence renewal exists because the grant is indefinite. Domiciled individuals are taxed on worldwide income, so the foreign pension becomes taxable in Peru once domicile takes effect.
Investor resident (inversionista) Investor No personal income test. The test is the investment itself. An investment of at least S/ 500,000 to establish, develop, or administer one or more lawful investments in Peru (Reglamento Art. 86.1). The Reglamento states the amount in soles, not in UIT (it equals about 91 UIT at the 2026 UIT of S/ 5,500), and allows Migraciones to change it by Resolución de Superintendencia; no change was in force at the last verification. The money must enter through an SBS supervised financial entity in a single international transfer, and the investment cannot be proven through a transfer of shares (Art. 86.2). Migraciones fees from the TUPA (DS 008-2023-IN, as updated): S/ 58.80 to request the quality (solicitud de calidad migratoria, code 07567) or S/ 161.40 to switch quality inside Peru (cambio de calidad migratoria, code 07568), plus S/ 49.90 for the first carne de extranjeria (code 07561). Extensions (prórroga de residencia) cost S/ 20.20 (code 07566). Payable at Banco de la Nacion or on pagalo.pe. Up to 30 business days at Migraciones, per the gob.pe investor procedure pages. The extension (prórroga) decision is stated as 5 business days on the gob.pe investor extension page. 365 days per grant (Reglamento Art. 86.3). Extendable for the same 365 day term while the investment and the company continue (prórroga de residencia, filed 30 days before expiry). The investor may only work as manager (gerente) or director of their own company, and the company must meet Decreto Legislativo 689 rules when hiring foreign staff. Domiciled individuals are taxed on worldwide income. Non domiciled individuals are taxed only on Peruvian source income. 3 consecutive years of residence, then the Permanente quality (Reglamento Art. 93), keeping absences under 183 consecutive days in any 365 day period unless Migraciones authorized the stay abroad.

Extensions (prórroga de residencia) cost S/ 20.20 (code 07566). Payable at Banco de la Nacion or on pagalo.pe. Up to 30 business days at Migraciones, per the gob.pe procedure pages. 365 days per grant (Reglamento Art. 88.4). Extendable for the same term while the contract continues (prórroga de residencia, filed 30 days before expiry; the gob.pe extension page asks dependent workers for the labor authority approved contract, the last 3 pay slips, and SUNAT withholding reports). Hiring of foreign staff by the employer is subject to Decreto Legislativo 689. Ley 32421 raises the residence term to 5 years once its implementing regulation takes effect; that regulation was still pending at the last verification. 2026-10-16 Official source
Permanent resident (permanente residente) Other No new income test. The conditions are 3 consecutive years of residence in Peru and, across that period, no absence of more than 183 consecutive calendar days within any 365 day period, unless Migraciones granted an autorización de estadía fuera del país (Reglamento Art. 93.1; gob.pe permanente procedure page). Not applicable S/ 161.40 cambio de calidad migratoria fee (code 07568, Banco de la Nacion or pagalo.pe). No separate permanence fee is charged. Up to 30 business days at Migraciones, per the gob.pe procedure pages for cambio de calidad migratoria. Indefinite residence (Reglamento Art. 93.2). The carne de extranjeria is renewed every 5 years (every 3 years for minors). Residence does not renew; only the card does, every 5 years. Residence can still be cancelled after more than 183 consecutive days outside Peru without an autorización de estadía fuera del país. Domiciled individuals are taxed on worldwide income. This route is permanent residence itself, reached after 3 consecutive years of residence under a resident quality. Naturalization does not require the Permanente quality: 2 consecutive years of legal residence in any resident quality already qualifies under the rules in force (Ley 26574 and DS 004-97-IN), subject to the 10 UIT solvency test and the evaluation exam. Ley 32421 raises the term to 5 years once its implementing regulation takes effect; that regulation was still pending at the last verification. 2026-10-16 Official source
Naturalization (nacionalidad por naturalización) Other Solvency of at least 10 UIT of annual gross income, proven according to the applicant's quality (pay slips, fee receipts, tax filings, or bank records): S/ 55,000 per year at the 2026 UIT of S/ 5,500 (DS 004-97-IN Art. 9, as updated; gob.pe naturalization page). Religious applicants may file a sworn statement of support from their congregation instead. Not applicable S/ 301.50 filing fee (code 07564, Banco de la Nacion or pagalo.pe), per the gob.pe naturalization page. The marriage track (nacionalidad por opción) fee is S/ 204.40 on the same code (reported). The gob.pe page states a maximum of 30 business days for Migraciones to issue its resolution, with the clock suspended during the evaluation stages set by Article 10 of DS 004-97-IN (background checks and the evaluation exam), so complete cases take longer in practice. Ley 32421 sets an 18 month statutory ceiling, extendable by 6 months, once it takes effect. Citizenship has no day limit. Not applicable Tax domicile (domicilio) under Articles 7 and 8 of the Income Tax Law turns on presence, not nationality: a foreign individual who stays in Peru more than 183 calendar days within any 12 month period is treated as domiciled, with the change effective on January 1 of the following year (SUNAT Informe N 098-2016-SUNAT/5D0000). Domiciled individuals, including naturalized Peruvians living in Peru, are taxed on worldwide income. Not applicable. Permanent residence is not a prerequisite; legal residence in any resident quality counts toward naturalization. This route is citizenship itself: 2 consecutive years of legal residence under the rules in force, rising to 5 years (4 years for spouses of Peruvians) when Ley 32421 takes effect. 2026-10-16 Official source
Peruvian nationality by birth (child of a Peruvian born abroad) Citizenship by descent Not applicable Not applicable Consular birth registration is free of charge (gob.pe, Ministerio de Relaciones Exteriores). Translation or legalization costs for foreign documents, where needed, are separate. Handled at the Peruvian consulate of the country of birth; the gob.pe page sets no fixed decision window. Unlimited. A registered child of a Peruvian is a Peruvian national by birth, not a visa holder. Not applicable. Nationality by birth does not expire. Tax domicile (domicilio) under Articles 7 and 8 of the Income Tax Law turns on presence, not on how nationality was acquired: an individual who stays in Peru more than 183 calendar days within any 12 month period is treated as domiciled, with the change effective on January 1 of the following year (SUNAT Informe N 098-2016-SUNAT/5D0000). Domiciled individuals are taxed on worldwide income. Not applicable. The person is a national, not a resident. Not applicable. Nationality is held from birth once the birth is registered. 2026-10-16 Official source

Route notes

Tourist entry (US passport holders are visa exempt): US passport holders do not need a tourist visa in advance; the United States is not on the visa required list of the Ministerio de Relaciones Exteriores. The tourist quality bars any paid or lucrative activity (Reglamento Art. 77.1), and temporary qualities in general do not allow the holder to generate Peruvian source income (Art. 68.1). Entry and exit are recorded digitally (Tarjeta Andina de Migración virtual). Keep the passport valid for at least six months beyond entry.

Digital nomad visa (Peru does not have one): Decreto Legislativo 1350 and its Reglamento list every migratory quality (Reglamento Arts. 69 and 80), and none of them is a digital nomad or remote work visa. Remote workers in practice enter as tourists and work online for foreign employers or clients. Two limits frame that practice: temporary qualities do not allow the holder to generate Peruvian source income (Art. 68.1), and the Rentista residence quality is not a workaround for a foreign salary, because it requires a lifetime pension or permanent rent (pensión vitalicia o renta permanente). A salary from remote work is not a pension or permanent rent.

Rentista resident (permanent income from abroad or from Peru): This is the quality pensioners use as well; Decreto Legislativo 1350 has no separate pensioner quality. Work is not part of this quality: it is granted on proof of a pension or permanent rent, and paid work in Peru belongs to the Trabajador quality. Applications are filed in the Agencia Digital de Migraciones with a clean criminal, court, and police record certificate covering the country of origin and any country of residence in the last 5 years.

Pensioner resident (jubilado, granted under the Rentista quality): Peru has no separate jubilado or pensionado quality under Decreto Legislativo 1350, and there is no retirement visa with its own income scale. Pensioners qualify inside the Rentista quality (Reglamento Art. 92.1), which covers anyone living on a retirement pension or permanent rent of Peruvian or foreign source. Work is not part of this quality; paid work in Peru belongs to the Trabajador quality.

Investor resident (inversionista): The consular visa route requires the applicant to be outside Peru when the quality is granted. Migraciones checks that the business is real: the public deed of incorporation or capital increase (no older than 3 months), the company municipal operating license, and, for an existing company, its latest annual income tax filing. The investor position does not count against the Decreto Legislativo 689 foreign staff quotas (Art. 86.1).

Employee resident (trabajador dependiente): One Trabajador quality covers dependent and independent work (Reglamento Art. 88.1). Staff of transnational companies moved to a Peruvian affiliate as senior management, trusted personnel, or specialists are expressly included (Art. 88.2). Short assignments of up to 183 days in a year, extendable once, sit in the separate Trabajador/Designado temporary quality (Art. 75).

Self employed and independent professional (trabajador independiente): Peru has no separate freelancer or independent professional quality. Independent work sits inside the single Trabajador quality (Reglamento Art. 88), which runs two evidentiary tracks: an employment contract for employees, a RUC for independents. This is the quality a remote worker with Peruvian clients, or a professional building a local practice, actually qualifies under.

Designated assignee resident (designado): For highly specialized staff commissioned by an international corporation, typically to repair or maintain technically complex machinery or systems, or to run corporate audits and international certifications (Reglamento Art. 82.1). It is not a general intra company transfer route; ordinary transferees use the Trabajador quality, which expressly covers transnational company staff (Art. 88.2). The holder may not do paid work on their own account in Peru (Art. 82.2).

Researcher resident (investigación): This quality expressly authorizes dependent or independent income earning activity in the public or private sector (Reglamento Art. 87.2). Short research stays sit in the temporary Formación/Investigación quality instead: 90 days, extendable once for the same term (Art. 73).

Family resident (familiar residente): This quality carries full work rights: dependent or independent lucrative activity is allowed (Reglamento Art. 89.5). The marriage naturalization track fee is S/ 204.40 (code 07564, reported).

Student resident (formación): The Formación quality is for studies and does not carry a general work permit; paid employment in Peru belongs to the Trabajador quality. Short courses sit in the temporary Formación/Investigación quality instead: 90 days, extendable once (Reglamento Art. 73).

Religious resident (religioso): Work rights are limited to the religious or pastoral activity of the sponsoring congregation or organization.

Permanent resident (permanente residente): Family members of a permanent resident can access the Permanente quality directly under the family unity principle (Reglamento Art. 93.4). The 3 year count is of residence: time spent on temporary qualities does not count toward it.

Naturalization (nacionalidad por naturalización): Operative rules are Ley 26574 and its Reglamento DS 004-97-IN, with fees in the Migraciones TUPA (DS 008-2023-IN): adult applicant, 2 consecutive years of legal residence with no absence over 183 days in either of the last two years unless authorized, an evaluation exam, an INTERPOL international exchange record, clean police, court, and prison records, and the 10 UIT solvency file. The grant is delivered at a swearing ceremony and the title is then registered at Reniec to obtain a DNI. Peru allows dual nationality and does not require renouncing the US passport. Ley 32421, published in El Peruano in August 2025, raises the residence term to 5 years, keeps the 10 UIT test with formal tax compliance, and adds language and civics evaluation; Migraciones has published the changes, but the law takes effect only when its implementing regulation is published, and that regulation was still pending at the last verification, so the 2 year rule still governs filings.

Peruvian nationality by birth (child of a Peruvian born abroad): Article 52 of the Constitution, as reformed in 2018: a person born abroad to a father or mother who is Peruvian by birth is Peruvian by birth when registered in the corresponding registry, and the 2018 reform removed the old requirement to register during minority, so adults can register. The right extends to descendants up to the third generation (Ley de Nacionalidad). Registration is made at the Peruvian consulate where the birth occurred, with the local birth certificate, proof that the parent is Peruvian by birth, and identity documents (gob.pe). Children of naturalized Peruvians do not qualify for this registry; the parent must be Peruvian by birth.
