Living in Uruguay long term

Uruguay admits US passport holders without a visa for 90 days per entry, extendable once for 90 more days, and longer stays run through the Dirección Nacional de Migración: temporary residence of 6 months to 2 years at a time on work, study, retirement, rentier income or family grounds, plus a 6 month digital nomad permit renewable once. Permanent residence can be applied for directly, with no prior temporary residence required, and retirees and rentiers face no fixed income floor in law, only proof of income that covers their expenses in the country. Legal citizenship follows 3 years of habitual residence with family constituted in Uruguay, or 5 years without.

Visa free entry for US citizens (non resident stay) Tourist allowance No visa and no income test for US passport holders with an ordinary passport. Paid work is not allowed in the non resident category. Not applicable No entry fee for US passport holders. Granted at the port of entry. 90 days per entry, set at the port of entry (Decreto 394/009, Article 13; Embassy of Uruguay in the United States). Extendable once, for 90 additional days, at the Dirección Nacional de Migración, for a maximum of 180 days as a non resident (Decreto 394/009, Article 13). Staying longer requires starting a residence procedure. A visitor becomes a Uruguayan tax resident by staying more than 183 days in a calendar year, or by centering the core of their activities, or their economic or vital interests, in Uruguay (Tax Reform law, Ley 18.083, as restated in DGI guidance). A single 90 or 180 day stay does not reach the day count by itself. Does not lead to permanent residence. A visitor who decides to settle files for temporary or permanent residence with the Dirección Nacional de Migración; permanent residence can be applied for directly, with no prior temporary residence required. Legal citizenship requires 3 years of habitual residence in Uruguay with family constituted in the country, or 5 years without, plus good conduct and a capital, property, or a science, art or industry (Constitution, Article 75). A tourist stay does not build that residence. 2026-10-15 Official source
Digital nomad permit (Hoja de Identidad Provisoria for remote workers, Decreto 238/022) Digital nomad No minimum income is set in the decree. The applicant must work for an employer abroad or be self employed serving clients abroad, and sign a sworn declaration that they have the means to support themselves during the stay (Decreto 238/022; Uruguay XXI). The USD 1,500 a month figure quoted by relocation sites does not appear in the official texts. Not applicable Approximately UYU 312, paid at Abitab, RedPagos or Correo Uruguayo once inside the country (Uruguay XXI, Live in Uruguay portal). Applied for online through gub.uy after entering Uruguay as a tourist. Once the permit is granted, the holder books an appointment at the Dirección Nacional de Identificación Civil to receive the provisional identity document. No official decision deadline is published. 6 months per grant (Decreto 238/022). Renewable once, for 6 additional months, for a maximum stay of 12 months. Renewal requires a Uruguayan vaccination record and clean criminal records from the country of origin and from every country where the holder lived more than 6 months in the last 5 years (Uruguay XXI). After 12 months the holder must leave or change to temporary or permanent residence. More than 183 days in Uruguay in a calendar year makes the holder a tax resident, as does centering the core of their activities, or their economic or vital interests, in the country (Ley 18.083). Absences of up to 30 consecutive days count as presence. A 12 month stay on this permit crosses the 183 day line within a single calendar year. Uruguay taxes Uruguayan source income; foreign source income of individuals is mostly outside the personal income tax, with exceptions. Does not lead to permanent residence by itself. The holder may file for temporary or permanent residence at any time, and permanent residence can be applied for directly. Legal citizenship requires 3 years of habitual residence in Uruguay with family constituted in the country, or 5 years without, plus good conduct and a capital, property, or a science, art or industry (Constitution, Article 75). 2026-10-15 Official source

Permanent residence (residencia legal permanente) Other No fixed minimum. The applicant must show means of life sufficient for their maintenance under one of the published options: Uruguayan employment income, self employment or business income, employment by a foreign company with no Uruguayan branch, or retiree, pensioner or rentier income from abroad, documented with a notarial certificate stating the status, the income type, the nominal monthly amount and how it is received in Uruguay (Dirección Nacional de Migración, permanent residence procedure; Decreto 394/009, Article 4). Not applicable. Uruguay has no investor or golden visa category in its immigration law. A business owner qualifies by proving the company and the income it pays them, under the same means of life test as any other applicant. 557.30 UI residence fee, plus 55.70 UI for the migration certificate used to obtain the cédula once residence is granted. While the file is pending, each departure from Uruguay requires a reentry permit at 225.60 UI. Brazilian and Paraguayan nationals are exempt from the residence fee under reciprocity; US citizens are not (Dirección Nacional de Migración, gub.uy). No official decision deadline is published. From filing, the applicant holds residente en trámite status with a provisional identity document while the Dirección Nacional de Migración decides. If the applicant spends more than 6 months outside Uruguay during processing, a criminal record from that country must be added to the file (gub.uy, permanent residence procedure). Indefinite. Permanent residence does not expire; it is lost if the conditions of admission no longer hold or the holder is absent from Uruguay for more than 3 years (Decreto 394/009, Article 10). Only the identity card is reissued over time. Never renewed as a status, because the status has no expiry. The cédula de identidad is renewed on its own cycle. More than 183 days in Uruguay in a calendar year makes an individual a tax resident; absences of up to 30 consecutive days count as presence. Tax residence also arises when the core of the person's activities, or their economic or vital interests, is in Uruguay; vital interests are presumed when a spouse and minor children live in the country (Tax Reform law, Ley 18.083, as restated in DGI guidance). Tax residence can additionally be configured by investment alone under Decreto 399/019, without any immigration status change. This route is the grant of permanent residence itself. It can be applied for directly, with no prior temporary residence and no minimum time in the country. 3 years of habitual residence with family constituted in Uruguay, or 5 years without, plus good conduct and a capital, property, or a science, art or industry (Constitution, Article 75). The rights of legal citizenship can be exercised 3 years after the citizenship charter is granted. 2026-10-15 Official source

Route notes

Visa free entry for US citizens (non resident stay): US citizens do not need a visa to enter Uruguay; holders of US diplomatic, official or service passports are the exception and do need one (Embassy of Uruguay in the United States). The MERCOSUR residence agreement does not cover US citizens, so any longer stay uses the general residence procedures below. Entry is free; the official procedure catalog consulted for this page does not list a separate priced procedure for the one time extension, which is handled by the Dirección Nacional de Migración.

Digital nomad permit (Hoja de Identidad Provisoria for remote workers, Decreto 238/022): The applicant enters Uruguay as a tourist first, then applies online. The permit authorizes work only for employers or clients abroad. The identity document issued under the permit is required to renew it, and to leave the country after the first three months of the stay (Uruguay XXI). Questions on the procedure go to the Dirección Nacional de Migración at dnm-hip@minterior.gub.uy.

Temporary residence for work: The employer registers the worker with the Banco de Previsión Social (BPS), and the file includes the employment letter or the BPS work history. Self employed applicants prove their activity with a sworn declaration and registration with BPS and the tax authority (DGI) where applicable (Decreto 394/009, Articles 4 and 7). Applicants who do not speak Spanish must bring an interpreter to the appointment. Business owners qualify under this same procedure by proving the company and the income it pays them; Uruguay has no separate investor residence category.

Temporary residence for retirees and pensioners (jubilados y pensionistas): Uruguay has no separate retirement visa product; retirees use the general residence procedures and prove their means of life as pensioners. The same means of life proof is used when a retiree applies for permanent residence directly. A criminal record certificate and a Uruguayan health card (carné de salud) are required, and applicants born in the United States can have Interpol in Montevideo request the FBI record directly.

Temporary residence on rentier income (rentista): The rentier ground sits in the same means of life rule as retirees: Decreto 394/009, Article 4 covers the jubilado, retirado, pensionista or rentista in one clause, and the Dirección Nacional de Migración means of life list documents it with one notarial certificate format. The same proof is used when a rentier applies for permanent residence directly.

Residence by family reunification: Family reunification is a guaranteed right under Ley 18.250, Article 10, and can be exercised with a relative who holds permanent residence or whose residence is in process. Relatives of a Uruguayan citizen use the dedicated permanent residence by Uruguayan link procedure, which covers a spouse, partner, child or sibling of a Uruguayan.

Temporary residence for study: Students, scholarship holders and interns count as temporary residents when they take part in official or government exchange programs or programs of institutions authorized by the competent bodies (Decreto 394/009, Article 12). A Uruguayan health card and vaccination record are required, as in the other temporary categories.

Permanent residence (residencia legal permanente): The simplified MERCOSUR permanent residence file is limited to nationals of MERCOSUR member and associated countries; US citizens use this general procedure. Applicants born in the United States can have Interpol in Montevideo request the FBI criminal record directly, as the Dirección Nacional de Migración page explains. Tax residence by investment (Decreto 399/019: real estate over 3,500,000 UI acquired from July 1, 2020 plus at least 60 days of presence in the year, or higher real estate and business thresholds with no presence requirement) is a tax status only and grants no immigration residence.
