Taiwan Employment Gold Card for US Citizens: Full Guide
The Employment Gold Card is a 4-in-1 permit that lets qualified US professionals live and work in Taiwan without an employer sponsor. This guide covers the qualifying fields, the NT$160,000 monthly salary track, the online portal, fees for US passport holders, and the residence math toward permanent residence.

Rules change. Confirm the current rules with the official sources linked below before you apply, pay a fee, or book travel around a date in this guide.
What the Gold Card is
The Employment Gold Card is a single document that combines four permissions: a resident visa, an open work permit, an Alien Resident Certificate (ARC), and a multiple re-entry permit. When you apply, you choose a validity of 1, 2, or 3 years. You apply online. You do not need an employer sponsor or a job offer in Taiwan. The National Immigration Agency, the Ministry of Labor, the Ministry of Foreign Affairs, and the specialized authority for your field all review the application.
The standard employer-sponsored route works differently. The employer gets a work permit, you get a resident visa, and then you apply for an ARC. Your work is limited to that employer and that job category. A Gold Card holder can work for any employer, change jobs freely, and take part-time work. For every other Taiwan route, including visa-exempt entry and the digital nomad visa, see the Taiwan country page.
Qualifying fields: twelve, not six
Taiwan's official Talent Taiwan site lists 90 qualifying criteria across 12 industry fields. The National Development Council can also recognize special cases outside those fields. The 12 fields are:
- Science and technology
- Economy
- Education
- Culture and arts
- Sport
- Finance
- Law
- Architecture
- National defense
- Digital
- Biotechnology
- Environment
The competent ministry for each field assesses applications in that field. You need to meet one criterion in one field. Most fields have a salary track. Other tracks rest on degrees, awards, patents, senior executive roles, or long experience. Some fields add conditions to the salary track. In architecture, for example, the official field page pairs the salary figure with an architect's license.
The salary track: NT$160,000 a month
The salary criterion is a most recent monthly salary of at least NT$160,000 in a role relevant to the field. That works out to NT$1,920,000 a year (160,000 x 12). The official field pages accept any annual tax statement issued within 3 years of the application date, and they name the US W-2. The statement must show an average monthly salary above NT$160,000. If tax law prevents you from producing one, an employer's certification can replace it, along with an explanation of the rule that blocks it. The salary can come from a position in Taiwan or abroad.
The threshold is set in New Taiwan dollars only. The figure of USD 5,556 a month assumes about NT$28.8 per US dollar (160,000 / 5,556 = 28.80). At that rate, the annual figure is about USD 66,672. Exchange rates move. At NT$32 per dollar, the same threshold is USD 5,000 a month. A W-2 that clears NT$1,920,000 at one rate may fall short at another, so leave a margin.
The online application portal
You can only apply through the National Immigration Agency's Foreign Professionals Online Application Platform. The same platform also handles changes to your details, extra document uploads, and extensions.
- Create an account. Your English name must match the passport you will use to enter Taiwan.
- Choose a card validity of 1, 2, or 3 years.
- Upload your passport, which must have more than six months of validity, plus a color photo taken within the last six months and the documents your field requires.
- Pay online. The platform accepts six payment methods, including JCB, Visa, and MasterCard. The government covers the remittance fee for credit card payments.
- If you applied from abroad and are approved, print the Overseas Approval Certificate from the platform and use it to enter Taiwan.
- Collect the card in person in Taiwan with your passport and the application receipt.
Processing time: the official Gold Card site says a complete application takes about 30 days. Applications that need extra supporting documents take 50 to 60 days.
Fees for US passport holders
US passport holders pay more when applying from abroad than other nationalities do. You pay one application fee through the portal, with no separate visa or work permit fee.
- Applying from abroad: NT$7,605 for 1 year, NT$8,605 for 2 years, NT$9,605 for 3 years.
- Applying inside Taiwan after visa-exempt or visitor entry: NT$3,700, NT$4,700, NT$5,700.
- Holding a valid ARC: NT$1,500, NT$2,500, NT$3,500.
The math: applying inside Taiwan instead of from abroad saves NT$3,905 at every validity. From abroad, the 3-year card costs about NT$3,202 per year (9,605 / 3), against NT$7,605 for a single year. Inside Taiwan, the 3-year card works out to NT$1,900 per year. Visa-exempt entry for US citizens lasts up to 90 days and cannot be extended. A complete file takes about 30 days, but one that needs extra documents can take up to 60 days, which leaves little slack.
Renewal: when the card expires, you file a new application on the same platform and must still meet a qualification in your field. Existing holders pay NT$1,500 for 1 year, NT$2,500 for 2 years, or NT$3,500 for 3 years.
Family, health insurance, and tax
Your spouse and children can apply for dependent residence. Your parents and grandparents, and those of your spouse, can get visitor visas extendable to a total stay of one year per entry. Holders employed in Taiwan, and their dependents, can join National Health Insurance immediately instead of waiting the usual six months.
Tax residence: under Article 7 of the Income Tax Act, you are a tax resident if you have a domicile in Taiwan and ordinarily live there, or if you are in Taiwan for 183 days or more in a taxable year. Most cardholders meet one of these tests in their first year.
First-time Gold Card workers who meet the conditions can exempt 50 percent of annual salary income above NT$3,000,000 for their first five years. Example: on a salary of NT$4,000,000, the excess is NT$1,000,000, so NT$500,000 is exempt. The conditions are in Article 3 of the Regulations Governing Reduction and Exemption of Income Tax of Foreign Specialist Professionals and Article 20 of the Act for the Recruitment and Employment of Foreign Professionals. Holding the card alone does not qualify you.
Path to permanent residence and citizenship
- Permanent residence: 3 years of continuous legal residence as a foreign special professional, averaging more than 183 days per year. The standard track takes 5 years.
- Fast track: 1 year with more than 183 days in Taiwan if your Taiwan salary plus professional practice income in the most recent year totals at least NT$6,000,000.
- Degree offsets: a doctorate earned in Taiwan counts for two of the three years, and a Taiwan master's degree counts for one.
- The permanent residence application fee is NT$10,000.
- Citizenship: 5 years of legal residence with more than 183 days in Taiwan in each year. Gold Card years count. You normally must show proof that you have given up your original nationality within one year of the naturalization permit. High-level professionals recommended by the competent authority and approved by the Ministry of the Interior are exempt. Their residence requirement is 2 consecutive years at 183 days or more per year, or 5 years of legal residence.
Day count: if a test says more than 183 days, plan on at least 184 days in Taiwan. In a 365-day year, that leaves at most 181 days abroad.
Before you apply
Fees, field criteria, and processing times can change without notice. Before you pay, check the current criteria for your field on the official Gold Card site, and check the fee table on the Foreign Professionals Online Application Platform. Confirm tax relief conditions with the Ministry of Finance or a qualified tax adviser. Current route summaries are on the Taiwan country page.
